Provincial Nominee Programs (PNPs) give provinces and territories the authority to choose from a pool of people seeking to reside in Canada.
Each Canadian province/territory has its own PNP (except for Nunavut). The provinces and territories that have signed an agreement with Immigration, Refugees and Citizenship Canada (IRCC) have agreed to select their own immigrants to satisfy their labour or business needs, assuring the success of their establishment.
There are three main reasons why candidates seek Permanent Residence through Provincial Nominee Programs:
They’re in the Express Entry pool, and they don’t have enough CRS points to be invited to apply (ITA). They obtained a job offer from a business in the province, or they are already in the province, either finishing their studies or working temporarily, and are thus qualified for one of the province’s nomination streams.
